香港零售管理協會
香港零售管理協會於一九八三年由一
班擁有長遠使命的零售商共同創辦。
過去二十七年來,本協會在促進本地
零售業發展及代表業界意見,一直
扮演著重要角色;與此同時,透過教
育、培訓及獎項等活動,致力提升零
售業的專業地位。
本協會乃香港主要的零售協會,至今
會員公司店舖逾六千間,僱員約佔本
港總零售僱員的二分一。本協會的會
員公司包括飲食店舖、超級市場、百
貨公司、便利店、鐘錶及珠寶店、時
裝飾物店、電子及電器店、專門店,
以及供應商、批發商和與業界相關的
服務機構。
本協會亦是泛亞太區零售商協會聯盟
香港區的唯一零售協會代表,並為聯
盟之創會會員之一,該聯盟的會員遍
及十七個亞太地區及國家。
我們的使命

代表業界聲音,就零售商關注的事
宜,向有關方面反映意見。

促進業界交流及共享資訊。
3.
透過教育、培訓及業界獎項,提升
零售業的專業地位。

導地位的機構,並代表業界接受外界有
關本港零售業的諮詢。
作為業界代表,本協會不時就影響零售
業的事宜及政策,向政府反映意見,並
積極與會員商討政府條例及有關對策,
以保障會員權益。
The Hong Kong Retail Management Association (HKRMA)
was founded in 1983 by a group of visionary retailers
wi th a long-term mi s s ion to promote Hong Kong’s
retail industry and to present a unified voice on issues
that af fect all retailers. Established for 27 years, the
Association has been playing a vital role in representing
the trade, and raising the status and professionalism of
retailing through awards, education and training.
Today, HKRMA is the leading retail association in Hong
Kong with membership covering more than 6,000 retail
out let s and employ ing about hal f of the local retai l
work force. Member organizat ions include cater ing,
supermarkets, department stores, convenience stores,
watch and jewel ler y stores, fashion and accessor ies
stores, electronic and electrical appliance stores, and
specialty stores as well as suppliers, wholesalers and
industry related service organizations.
HKRMA is one of the founding members of the Federation
of Asia-Pacific Retailers Associations (FAPRA) and is the
only representing organization from Hong Kong. FAPRA
members cover 17 Asian-Pacific countries and regions.
Our Mission
1. To present a unified voice and lobby on issues that
affect all retailers.
2. To exchange and share information on common issues.
3. To raise the status and professionalism of retailing through
education, training and industry award programmes.
Our Representation
Hong Kong Retai l Management Association is being
recognized as the leading organization representing
retail and the body to be consulted on industry related
issues. The Association also makes regular submissions
to the Government on behalf of its members on issues
that affect the retail industry and continues to initiate
discussions with members on major policies to ensure
that their interests are being heard.

is a quarterly newsletter
of the Hong Kong Retail Management Association.

Over the past few months, retailers have faced a few challenging
issues. Apart from soaring rental, heightening inflation is a key
concern though retailers are trying very hard to combat the problem
by all means. The trend is heading upward and fellow retailers
should be more cautious on cost control and business expansion
plan. The Japanese earthquake and tsunami that happened more
than three months ago has greatly affected some food stores and
restaurants, yet Hong Kong retailers are always resilient and the
affected ones launched different kinds of promotions to stimulate
spending and consumption. This unexpected tragedy has caused
immeasurable damage to retailers specializing in Japanese products.
Nevertheless, the Association is delighted to learn that many of them
are gradually picking up, having gone through a dark time.
Recently, a number of negative repor ts on food safety have
caught our attention too. Some food and drinks produced in
Taiwan are plasticizer-tainted. These products are proved to be
contaminated by toxic chemicals DEHP/DINP. Other than the news
on plasticizer products from Taiwan, there are reports on possible
enterohaemorrahagic Escherichia coli (EHEC) outbreak. The
Government has warned that the risk of EHEC affecting Hong Kong
is still very high because the German authorities cannot identify the
source of contamination and they do not rule out the possibility of
imported cases. We urge the Centre for Food Safety to conduct
thorough testing and assure that food imported to Hong Kong is
safe for consumption. We would also like to remind retailers in the
food product business to further check their sources and closely
monitor the situation.
So much more for these and let’s move on to some facts and
figures. Between January and May, retail sales grew 23.6% in value
and 18.4% in volume over last year. The Hong Kong Tourism Board
released that visitor arrivals for the first five months sustained the
upward trend and rose 14.5% compared to the same period last
year. Among all market regions, the Mainland market continues to
register the biggest cumulative growth at 20%. Given the robust
nature of the tourist industry, benefiting from the Mainland factor,
we forecast retail sales will sustain its growth for the coming months
if there were no major setback in the economy.
With regard to government policies and legislations, the very
controversial Statutory Minimum Wage took effect on 1 May.
This piece of new legislation has caused lots of confusions and
frustrations among employers, and it does not seem to improve
employer/employee relationship. The community as a whole has
also been greatly affected. The Government’s decision to subsidize
its service contractors set a bad example and will consequently put
pressure on the commercial sector. In addition, the industry-specific
Reference Guidelines on the subject was not released until near the
implementation date. Employers had found it very difficult to cope
with the unclear issues and changes associated with the Statutory
Minimum Wage implementation.
On the Annual Earnings and Hours Survey (AEHS), the Median Wage
Rate is being distorted as it was calculated according to contractual
hours instead of actual working hours in the past but we have
been assured of rectification at a recent meeting with Government
officials. The Association has repeatedly communicated our concerns
to the relevant authorities and will continue to head towards this
direction, stressing the spirit of minimum wage payment should
only be for hours worked. In fact, a number of meetings have been
held with the relevant authorities. There has also been a frequent
exchange of correspondence with them urging the Government to
closely monitor the impact of Statutory Minimum Wage.
過去數月零售商面對多項挑戰,除了大幅上升的租金外,通脹
升溫也是零售商的主要關注,業界正努力嘗試從多方着手解決
有關問題。通脹加劇的趨勢似乎將會持續,因此業界需更加小
心控制成本和處理業務擴展計劃。早於

個多月前發生的日本
地震和海嘯固然嚴重影響了食品店及餐飲業的生意,對經銷日
本貨品的零售商造成無法估計的損失,幸而業界具有強韌的適
應能力,自危機發生後,受影響的商戶紛紛推出不同的促銷方
案,以刺激消費意欲。協會最近欣聞這些受影響的商戶在經歷
了一段困難的日子後,業務已逐步回復正常的軌道。
最近我們在食物安全方面接連收到負面的消息,問題令人關
注。一些被指含有塑化劑的台灣食品及飲品被證實受到有害化
學物
DEHP/DINP
污染。除了有關台灣塑化劑的問題外,腸出血
性大腸桿菌
(EHEC)
的傳播亦令人感到憂慮。政府已發出警告,
指香港受
EHEC
感染的風險仍然相當高,由於德國有關當局暫時
還未能找出感染的源頭,並未能排除病菌擴散到其他國家的可
能性。我們謹此提醒從事食品業的零售商小心查核他們進口產
品的來源,及密切監察有關的情況。
現在讓我們分析一些近期的零售數據。在

,而銷貨數量則增長了
18.4%
。香港旅遊發展局公布今年首

個月訪港旅客人數比去年
同期上升
14.5%
。在眾多市場當中,以大陸錄得最大的累計升
幅,達
20%
。大陸旅客這因素助長了旅遊業的強勁增長,如果
經濟沒有受到其他變數影響,我們預測未來數月的零售銷貨增
長將會持續。
有關政府政策及法規方面,備受爭議的法定最低工資於

日正式實施。這項細節含糊的新法例無疑引起混亂,令不少僱
主頓感徬徨,亦無助改善勞資關係,導致整體社會受到重大影
響。政府帶頭對其服務外判商提供資助的決定,更充當了一個
壞榜樣,結果令商界飽受壓力。此外,政府就法定最低工資制
定的行業性參考指引,遲遲沒有推出,最終竟然在法例臨近實
施時才公佈,而當中的指引和涉及的改變亦沒有清楚顯示出
來,令僱主無所適從。
統計處的「收入及工時按年統計調查」是訂定最低工資水平的
其中一個主要參考來源,可惜調查報告所指的時薪中位數,只
按合約工時去計算,而非以實際工時為基礎,所以過往得出的
數值被扭曲了。就此我們最近向政府官員反映問題所在,最後
得到有關當局承諾,會糾正當中的計算方法。本協會以往就最
低工資多次以書面及會談方式向當局表達意見,我們會繼續重
申法定最低工資立法的精神,包括工資只應支付予工作時數,
並敦促政府密切監察最低工資帶來的衝擊。
