,負責在業界推動資歷架
構。諮委會包括
24
名成員,來自零售業各商會、工
會、專業團體及教育局的代表。
資歷架構的設立
教育局在各行業推行資歷架構有兩個主要目的
: 1.
為行
業制訂一套配合行業發展的能力標準,讓培訓機構設計
切合行業需要而實用的培訓
2.
鼓勵市民取得有質素保
證的資歷,使學習所花的時間、努力是物有所值。
零售業與資歷架構
零售業在人力要求上面對多項挑戰,如人才流失、缺
乏新人入行、服務質素要求日漸提高等,零售業推行
資歷架構,以回應各項關注。資歷架構協助行業將所
需的能力要求及標準清楚列明
(
統稱為「能力標準說
明」
)
,並勾劃業界的晉升前景,讓現職及有志進修人
士了解行業的發展潛力。「能力標準說明」亦是公司
人力資源管理及發展相關培訓的參考。諮委會已開始
撰寫「能力標準說明」,涵蓋的範疇包括店舖營運、
銷售及市場推廣、採購及供應鏈管理等,預期於
2013
年第二季完成撰寫工作。
The Education Bureau (EDB) assisted the retail industry in forming the
Retail Industry Training Advisory Committee (ITAC) in September 2010 for
the implementation of Qualifications Framework (QF) within the industry.
Retail ITAC comprises 24 members representing trade associations,
unions, professional bodies and the EDB.
Launch of QF
QF is launched on industry basis with two key objectives: (1) to develop
competencies required of the industry as the basis for design of relevant
training programmes to meet industry needs; and (2) to encourage the
public in pursuing quality-assured programmes that are worthy of the
time and effort spent for the learning.
QF in Retail
Retail industry faces many manpower challenges, including staff turnover,
recruitment difficulties, and the increasing demand for quality services,
etc. QF launched in retail industry can positively address the concerns
by setting out the Specification of Competency Standards (SCS) required
of the industry, and mapping out the progression pathway so that both
existing workforce and prospective employees will better understand the
requirements for the prospective development of the industry. The SCS
will serve as useful reference for HR management and development of
relevant training courses. The Retail ITAC has started the SCS production
covering store operations, sales and marketing, merchandising and supply
chain management, etc. The drafting of SCS will be completed in the
second quarter of 2013.
