資歷架構與質素保證
資歷架構認可的資歷均通過嚴格評審，確保資歷質
素。負責課程評審的機構會檢視課程提供者是否有能
力開辦課程、課程是否切合目標、學員修畢課程後能
否達到預期效果等。本地可進行評審的機構包括香港
學術及職業資歷評審局（
HKCAAVQ
）、聯校素質檢
討委員會（
JQRC
），以及有自行評審資格的大學及院
校。資歷架構提升公眾對課程質素要求的意識，除了
院校進行的課程評審外，企業或公司內部培訓課程也
同樣可以通過評審，獲資歷架構認可。
業界參與資歷架構
很多企業或公司都明白業務能長足發展，人力發展及
培訓不可或缺。他們期望培訓課程獲得認受，員工獲
認可資歷。公司內部課程通過評審，不僅提升企業或
公司形象，亦對挽留人才有一定作用。為了鼓勵更多
企業或公司參與資歷架構，教育局已於

化資歷架構支援計劃，擴大其資助範圍至公司內部課
程評審。

QF and Quality Assurance (QA)
Under QF, all learning programmes have to successfully go through a
rigorous and robust QA process prior to obtaining QF recognition. The
QA process covers evaluation of the providers and the accreditation
of programmes. Accredited programmes should be fit for purpose.
Learners should achieve the expected outcomes upon completion of the
programmes. Local accreditation authorities include the Hong Kong
Council for Accreditation of Academic and Vocational Qualifications
(HKCAAVQ), the Joint Quality Review Committee (JQRC) and the self-
accrediting universities and educational institutions. The implementation
of QF helps enhance public awareness of the importance of programme
quality. Internal training programmes of companies in Hong Kong can
also be recognised under the QF if such programmes have successfully
gone through accreditation.
Participation of Industry in QF
It is a general belief that manpower development and training is crucial
for sustainable business development. Companies hope that their staff
can receive QF recognised qualifications upon completion of training.
Accreditation of internal training programmes can ensure programme
quality, enhance company image and retain talents. To encourage wider
participation in the QF, the EDB has launched a revised Qualifications
Framework Suppor t Schemes (QFSS) since August 2011, extending
the subsidies’ coverage to accreditation of internal training offered by
companies.
To further promote QF, programme accreditation and QFSS to industry
stakeholders, QF Secretar iat wi l l organise a brief ing session on 9
November 2011 (Wednesday) at 3pm in Lecture Theatre LT02, HKIVE
(Morrison Hill), 6 Oi Kwan Road, Wanchai. At the briefing, Chow Sang
Sang Holdings Limited and Hong Kong Jockey Club would share their
successful experience of programme accreditation.
