月份,香港整個政治氣氛好像突然「綳緊」起
來!最主要當然是明年初進行的第
5
屆行政長官選舉,
隨着兩位「可能候選人」相繼辭去現任的政治崗位,特
首選舉戰,似乎已經拉開序幕,顯然是搶了在特首選舉
之前進行的區議會和選舉委員會兩項選舉的關注度。而
後兩項選舉,現在才進入競選和備選狀態,以迎接分別

日和
12
月
11
日進行的選舉。
第二項焦點,則是立法會在連串批評聲中遷進了添馬
艦新大樓,標誌着立法會的暑假結束,復會在即;換
言之,即現任行政長官曾蔭權將會公佈其任內最後的
一份施政報告。雖然普遍印象都認為,夕陽政府最後
一份施政報告應該不會有什大動作,極其量只是對過
去幾年的施政作一個總結。但我反而擔心,由於本屆
政府將不會有推行和執行政策的壓力,行政長官可能
會將他當年的競選政綱、承諾,一下子全提出來,然
後交下界政府研究!
我這份擔心不是沒有根據的,單單看工聯會在暑假休會
期間,積極推動政府就「男士侍產假」進行研究就是例
子。事實上,工會方面繼成功推動最低工資立法之後,
已經將「立法制定標準工時」插入人力事務委員會議程
內,來年就會展開討論。儘管這建議勢將引發激烈和長
時間的討論,不可能在短期內出現任何決定性方向,但
工會的目標已經跳升至男士侍產假,並指這是現任行政
長官的選舉承諾,會在他任內交政府研究的;加上未來

個月要進行的四項選舉,尤其是
2012
年立法會選舉
新增了
5
席直選和
5
席「變相直選」的「超級區議員」席
位,一些較容易觸動直選選民神經的議題一定會成為爭
取選票的工具!
The political temperature started heating up as we enter October
as public interest in the Chief Executive election due for early
next year intensified. The battle for the Chief Executive looms
as the two “likely candidates” for the job officially resigned
from their respective positions. News about the candidates
even managed to steal some of the limelight of the imminent
District Council and Election Committee elections. These two
elections are still in their preparatory stage and will be held on 6
November and 11 December respectively.
The other focus of the month of Oc tober was Legislat ive
Council’s move-in to Tamar as the summer recess came to an
end. The new Policy Address of our Chief Executive Donald
Tsang will also be delivered at the new Tamar venue. As the
days are numbered for the current Administration, the general
expectation is that there would not be any major initiatives
announced in the Policy Address which will at best take stock of
past achievements. However my worry is that Mr. Tsang might
use this opportunity to bring up all the unrealized but committed
initiatives he made during the CE election and hand them over to
the next Administration.
My concern is not unfounded: the Federation of Trade Union
has made use of the LegCo summer break to advocate studies
on maternal leave for men. In fact, unions have successfully
pushed the issue of legislating standard working hours into
the agenda of the Manpower Panel of LegCo and a full debate
is expected in the new LegCo session. Given that this debate
is likely to be lengthy and contentious, the unions are already
eyeing their next goal i.e. maternity leave for men. The union
leaders are even saying that legislating maternity leave for men
was one of the election pledges for the Chief Executive. The four
elections which are scheduled for the next 12 months and the
introduction of five directly elected seats on LegCo will provide
excellent platforms for politicians to use politically charged issues
such as those cited above as electioneering tools.
