主席報告
We have also worked together to reflect our members’ concerns
to the relevant government departments about noise problems
in the Mong Kok pedestrian zone. We treasure very much this
strong rapport with our LegCo representative and look forward to
working closely with Mr. Shiu on all lobbying fronts in the years to
come.
With the support of the Association, our two past chairmen
Mr. Bankee Kwan, Mr. Philip Ma and myself were elected as
members of the Election Committee (EC) for the Wholesale &
Retail Sub-sector to elect the Chief Executive in March 2017.
Amidst the changing political landscape, we will make good use
of the EC platform to build stronger representation for the retail
industry.
We share Mrs. Carrie Lam’s vision to strengthen Hong Kong as
a key business and tourist destination. We have reiterated the
important contribution of the retail industry as an anchor sector of
our economy, and have highlighted the recent retail challenges to
principal officials of Mrs. Lam’s new cabinet, putting forward our
proposals on key concerns.
In particular, we are most concerned about the eroding
competitiveness of Hong Kong, which has worsened due to the
acute manpower shortage. As such, we urge the Government to
seriously consider the importation of labour on a sector-specific
approach, particularly for industries such as retail that are most
severely affected.
To gauge the latest manpower shortage situation in the
retail sector, we conducted a survey among our members in
March 2017. The results have laid a solid foundation for our
advocacy work in this area. To take this forward, we are now
soliciting members’ views and recommendations on the current
Supplementary Labour Scheme, and will consolidate the results
for the Government’s formulation of its future labour policies and
strategies.
At the same time, we have urged the Government to be mindful
of the total impact on the retail industry of the incremental
change of various pieces of legislation. To mention just a
few, the Association has facilitated consultation on over 10
legislative issues and regulations throughout the year, including
the Municipal Solid Waste Charging Scheme, the Producer
Responsibility Scheme on Waste Electrical and Electronic
Equipment, the Proposed Statutory Regulation on Selling Alcohol
to Minors, and the review of the Statutory Minimum Wage rate.

府相關部門反映會員的關注。協會非常重視
與邵議員這種合作無間的關係,期待日後繼
續在與業界息息相關的政策有更緊密合作。
在協會的支持下,我與協會兩位前任主席關
百豪先生及馬景煊先生成功當選「批發及零
售界」的選舉委員會成員,於2017年3月投選
行政長官。面對不斷轉變的政治環境,協會
將善用選舉委員會的平台,加強零售業的代
表性。
協會與特首林鄭月娥女士的願景一致,全力
將香港發展成為主要的商務及旅遊目的地。
協會深信零售業對香港經濟作出的重大貢
獻,並向新一屆政府的主要官員提出零售
業近年遇到的挑戰,促請政府支持零售業發
展。
協會最關注的是香港競爭力不斷減退的問
題,而零售業人手嚴重不足,無疑進一步削
弱香港的競爭力。因此,協會促請政府認真
考慮為個別行業輸入勞工,尤其是人手短缺
問題嚴重的零售業。
為了評估零售業最近的人手短缺情況,協會
於2017年3月向會員進行一項調查。是次調查
結果有助協會進行各方面的倡議工作。協會
正收集會員對現時補充勞工計劃的意見及建
議,待協會綜合結果後,供政府日後制定勞
工政策及策略時參考。
此外,協會向政府反映過多法例的推行對零
售業造成很大壓力。以本年度為例,協會已
協助政府就逾十項立法會議題及法例進行諮
詢,包括都市固體廢物收費計劃、廢電器電
子產品強制性生產者責任計劃、向未成年人
售賣酒精飲品的條例草案,以及法定最低工
資水平檢討等。
