Upgrading of Energy Efficiency Grading Standards
提升能源效益級別標準
The Government has introduced the Mandatory Energy Efficiency Labelling
Scheme (MEELS) through the Energy Efficiency (Labelling of Products) Ordinance
since 9th November, 2009. Currently, MEELS covers five types of prescribed
products, namely, room air conditioners, refrigerating appliances, compact
fluorescent lamps, washing machines and dehumidifiers. Under MEELS, energy
labels are required to be shown on the prescribed products for supply in Hong
Kong to inform consumers of their energy efficiency performance.
To further enhance energy efficiency, the Electrical and Mechanical Services
Department (EMSD) is devoted to encouraging importers to introduce more
energy-efficient products with a view to facilitating the public in reducing
electricity consumption, saving money and reducing carbon emissions. EMSD
has published the Code of Practice on Energy Labelling of Products 2014 (the
Code) in 2014 in order to raise the energy efficiency grading standards of air
conditioners, refrigerators and washing machines by about 30% in average.
The Code will be fully implemented from 25th November, 2015. From this day
onwards, energy labels under new grading standards are required to be shown
on the three prescribed products for supply. The estimated annual energy saving
after the implementation of new energy efficiency standards is about 300GWh.
To facilitate the full implementation of new energy efficiency grading
standards, please take note of the following points:-
1. The energy label under the existing grading (existing grading energy label)
is valid before 25th November, 2015.
2. From 25th November, 2015 onwards, the energy label shown on any room
air conditioners, refrigerating appliances and washing machines should
follow the new energy efficiency grading standards (new grading energy
label). The existing grading energy label on the display product in the retail
shops can be replaced with the new grading energy label within one week
before 25th November 2015 (i.e. 18th - 24th November 2015).
3. Except that the prefix “U1” will be added in front of the reference number
on the new grading energy label, the layout will remain unchanged in
general. For example:

品標籤）條例》（第 598章），全面實施「強制
性能源效益標籤計劃」，現時該計劃涵蓋五類家
用電器，包括空調機（冷氣機）、冷凍器具（雪
櫃）、緊湊型熒光燈（慳電膽）、洗衣機及抽濕
機，在本港供應上述的訂明產品須貼上能源標
籤，讓消費者知悉有關產品的能源效益表現。
為進一步提升能源效益，機電工程署致力鼓勵進
口商引入更節能的電器，幫助市民慳電又慳錢，
並減少碳排放。署方於2014年發布了「產品能源
標籤實務守則2014」（下稱「守則」），提升冷
氣機、雪櫃及洗衣機的能源效益評級標準平均約
三成。該守則由 2015年11 月25日起全面實施，在
本港市場供應該三類電器，屆時必須附有新評級
標準的能源標籤。我們估計該三類電器實施新能
源效益評級標準後，每年可節省約三億度電。
為配合能源效益評級標準的更新，請留意以下
重點：
1. 在 2015年 11月 25日前，現行評級標準的能源
標籤（現行級別標籤）仍然適用。
2. 由2015年11月25日起，冷氣機、雪櫃及洗衣機
須附有新評級標準的能源標籤（新級別標籤）。
零售商可於 2015 年11 月25 日前的一個星期內
（即2015年11月18日至24日），把陳列貨品上
的現行級別標籤更換為新級別標籤。
3. 新級別的標籤會在參考編號前加入「 U1」字
頭，其他式樣維持不變。例如：
