Chairman's Report
主席報告
The Association now enjoys high visibility in the
community while gaining the respect of the Government,
stakeholders, and media on a wide array of subjects.
We diligently lobbied the Government and made our
voice heard on some key legislations introduced during
the period, like the Statutory Minimum Wage, Plastic
Shopping Bag Levy, Nutrition Labelling, and Unfair Trade
Practices Amendment.
We have also seen significant growth in our membership
and activities, expansion of the Association’s premises,
and continued support to SME retailers funded by the
Government since 2010. The four consecutive support
programmes to promote service excellence from 2010 to
2015 benefitted more than 17,000 practitioners and some
3,600 SME retailers in Hong Kong.
The retail Qualifications Framework (QF) launched in
2010 represents the fruits of our year-long advocacy
in enhancing industry professionalism. Now the QF
provides a comprehensive reference on knowledge and
competencies at all levels for the industry to flourish, and
a clear career pathway to enlist new blood.
Another milestone that I am most proud to see is the
Government’s first ever allocation of $130 million to retail
manpower development earmarked in the Financial
Secretary’s 2014-2015 budget for a three-year period from
2014 onwards. It covers practical initiatives to address
manpower issues including a retail technology adoption
fund, a large-scale industry promotional campaign, and
the Earn and Learn Pilot Scheme for DSE graduates.
All of these successes were made possible with members’
support and commitment, which I am most grateful for,
and I trust with the Association’s growing status and
influence, our fellow members will make even greater
achievements to the Hong Kong economy and retail
industry together.
Now let me take this opportunity to walk you through
some of the Association’s achievements over the past
year.
Retail Outlook
Against the backdrop of the Occupy Movement and anti-
parallel trading protests, and amid growing economic
uncertainties, the retail industry has continued its
downward trend in 2015. In reality, the retail market is
already in recession as the retail sales value for the period
of January to August has dropped for two consecutive
years, with a decline of 1% in 2014, and 2.2% in 2015.
時至今天,協會廣為社會認同,並深獲政
府、持份者及媒體重視。就各方面與業界
息息相關的事宜,協會都會成為主要諮詢
的對象。近年對行業影響深遠的法例包括
法定最低工資、膠袋收費、營養標籤及不
良營商手法修訂條例,協會都不遺餘力為
業界發聲。
透過舉辦更多行業活動,協會的會員數目
有大幅增長,同時亦添置了多一層辦事
處,為拓展會務定下更穩固根基。自2010
年至今,協會持續獲得政府資助,共推行
了四期中小企支援計劃,為中小企零售商
提供全面的支持,令全港超過17,000名業
內人士及約3,600間中小企零售商受惠。
於2010年設立的「零售業資歷架構」,
是我們努力提升零售業專業水平的重要成
果。資歷架構為零售業各工作範疇及職能
設定全面及專業的能力標準,推動行業蓬
勃發展,同時為從業員建立清晰的事業發
展路向,協助業界吸納人才。
此外,財政司司長在2014-2015年財政預
算案中首次撥款1億3千萬港元,以推動零
售業未來三年的人才發展工作,成為協會
另一個值得自豪的重要里程碑。有關撥款
涵蓋數項務實措施及計劃,其中包括零售
業科技應用基金、提升行業形象的大型推
廣計劃,以及為中六畢業生而設的「職」
學創前路先導計劃。
凡此種種成就,實在有賴會員的支持及參
與,我謹向大家致以衷心謝意。隨著協會
的地位及影響力與日俱增,我深信會員能
藉著這平台,一同為香港的經濟及零售業
謀求更大的發展。
現在,讓我匯報協會過去一年的工作和成就。
零售前景
受佔領運動及反水貨客示威影響,加上經
濟前景未明,零售業表現於2015年持續
下滑。事實上,零售市場已進入衰退期。
2014及2015年1月至8月的零售銷售總值,
連續兩年下滑,跌幅分別為1%及2.2%。
