積極倡議 表達訴求
協會在年內曾就多項政策及法例反映業界
意見。在《競爭條例》方面,我們建議競
爭事務委員會應清楚解釋修訂草案,並就
合規情況提供額外的參考指引。我們亦促
請委員會避免過份規管供應鏈各層企業之
間的縱向協議,以免影響零售業行之有效
的運作模式。
另一方面,我們亦應環保署的邀請,就
2015年4月1日起於所有商戶全面推行的膠
袋收費計劃,提供實際建議及協助,同時
鼓勵會員參與協會的自願申報膠袋用量計
劃,協助環保署評估計劃的成效。
此外,協會亦就不同的議題向政府進行游
說,其中包括歧視條例檢討、自願醫保計
劃、跨境資料轉移的個人資料保障、法定
最低工資影響及規管食用油等。
多管齊下 提升專業
政府在協會的協助下,於2015年6月策動
零售業推廣計劃,並以「零售乜都有,前
程在我手」為主題,於未來兩年透過一系
列電視宣傳片、報章和網上廣告及社交媒
體,向市民推廣行業的專業形象及多元發
展機會。
與此同時,為中六畢業生而設的「職」學
創前路先導計劃自2014年推出以來,反應
理想。雖然零售市道低迷,但2015年的計
劃仍獲31間會員公司,合共79個品牌參
與,為有意修讀基礎文憑及高級文憑的學
生提供1,200多個職位,彰顯業界對人才發
展的熱誠及長遠承擔。
在政府大力推廣零售專業形象之際,我們
鼓勵會員參與教育局舉辦的「商校合作計
劃」,讓中學生親身體驗零售業的多元化
工作及了解於業內的發展空間。參與的僱
主及教育局對此計劃均予以正面的支持,
令人鼓舞。
Advocacy on Legislation
The Association responded to a number of legislations
and regulations throughout the year. On the Competition
Ordinance, we called for the Competition Commission
to provide a clearer explanation of its Revised Draft
Guidelines, and additional reference on compliance.
We urge the Commission not to over-regulate vertical
agreements between businesses at different levels of the
supply chain, as they are very common in retail.
After receiving an invitation from the Environmental
Protection Department (EPD), we provided practical
advice and assistance on the full implementation of the
Plastic Shopping Bags (PSB) Levy covering all outlets from
1 April 2015 onwards. We also encouraged members
to participate in the Association’s “Voluntary Reporting
System on PSB Levy” to assist EPD’s evaluation of the
Scheme.
We also shared our views with the Government on Hong
Kong’s discrimination laws, Voluntary Health Insurance
Scheme, Personal Data Protection in Cross-Border Data
Transfer, impacts of Statutory Minimum Wage, Regulation
of Edible Oils, and more.
Uplift Retail Professionalism
The Government’s promotional campaign for the retail
industry was launched in June 2015 with the support of
the Association. Under the theme “Retail has it all”, the
industry’s professionalism and its diverse opportunities
are being highlighted to the public via a series of TV
announcements, print/online advertisements and social
media, which will continue for the next two years.
We have also seen a great leap forward in the Earn and
Learn Pilot Scheme for DSE graduates since its launch
in 2014. Despite the retail downturn, 79 brands from 31
member companies showed their confidence and long
term commitment to manpower development by offering
more than 1,200 vacancies to students in Foundation
Diploma and Higher Diploma programmes in 2015.
Leveraging on the Government’s retail image promotion,
the Association encourages member companies to offer
diverse retail opportunities to secondary school students
by joining the Business-School Partnership Programme
organised by the Education Bureau (EDB). We have
received a very encouraging response from employers as
well as support from the EDB.
