Consultation on “Working Hours Policy
Directions”
Over the years, the Association has been advocating the
importance of Hong Kong’s free market principles, including the
one covering working hours arrangement. While we support
work-life balance, we maintain that the root cause of long
working hours in Hong Kong is largely attributable to manpower
shortage faced by many industries.
In regard to the Government’s consultation on the working hours
policy directions during the year, we reiterated our views against
the legislation of Standard Working Hours, and supported in
principle the concept of specifying in writing working hours
arrangement in employment contracts, thus allowing flexibility in
the labour market.
「工時政策方向」諮詢
協會多年來一直提倡維護香港自由市場原則的
重要性,當中包括工時安排。雖然協會支持僱
員的工作與生活應當取得平衡,但協會仍然認
為香港長工時問題的根源,主要在於很多行業
的人手不足。
關於政府年內進行的「工時政策方向」諮詢,
協會已向政府重申其反對將標準工時立法的觀
點,並原則上支持在僱傭合約上列明工時安
排,讓勞工市場有較大的靈活度。
其他條例草案及政府政策
協會一直是政府與協會會員之間交換意見及觀
點的平台。透過這個平台,各方得以規劃未
來,並就零售業相關的各種議題擬定建議書。
協會年內已就多項不同的條例草案及政府政策
發表意見及表達其關注。這些條例草案及政策
包括以下各項:
「退休保障 前路共建」諮詢
《戶外燈光約章》
塑膠購物袋收費
廢電器電子產品強制性生產者責任計劃
都市固體廢物收費
有機資源回收中心
Other Legislations and Government Policies
The Association has served as a platform for the Government
to exchange views and insights with our members, so that they
can forge their future plans and proposals on different topics
relating to the retail industry.
In the year, the Association expressed views and concerns on a
wide range of legislations and policies, including:

The Charter on External Lighting
Plastic Shopping Bag Charging
Mandatory Producer Responsibility Scheme on Waste
Electrical and Electronic Equipment (WEEE)
Municipal Solid Waste Management (MSW) Charging
Organic Waste Treatment Facilities
