Background and Objectives
Quality E-Shop Recognition Scheme, introduced by Hong Kong Retail Management Association (HKRMA), provides a comprehensive and objective assessment for e-shops in Hong Kong. The scheme aims to give recognition to quality e-shops and develop industry-wide standards and best practices for online retailing in Hong Kong.

Assessment Criteria

Assessment criteria and mechanism are well justified by HKRMA's independent sub-committee. Stages of assessment include Mystery Shopper Assessment and Final Audit by HKRMA, covering the following criteria based on the framework of "3 Perspectives and 4 Key Qualities".

Participating e-shop would receive a detail report with the assessment result in 4 to 6 weeks.

Recognition
1. Recognition Logos
( i ) For e-shop with registered domain name and online check-out
E-shop who achieves 23 e-shop prerequisites would be recognized as "Quality E-Shop".
(Applicable to Plan 1 & 2)
E-shop who attains 90% or above out of total score would be recognized as "Premium Quality E-Shop".
(Applicable to Plan 2 only)
( ii ) For e-shop in e-Marketplace or Social Media (Facebook or Instagram)
E-shop who achieves 13 e-shop prerequisites of e-Marketplace or Social Media would be recognized as "Quality e-Marketplace E-Shop" or "Quality Social Media E-Shop". (Applicable to Plan 3 only)
2. Web Accessibility Recognition
  • To encourage e-shop to be more accessible and friendly for person with disabilities, the scheme has incorporated assessment criteria of Web Accessibility in Full Assessment Plan.
  • E-shop who fulfills the criteria would be additionally awarded for a "Friendly Website Recognition" Logo, granted by Hong Kong Internet Registration Corporation Limited (HKIRC). The HKIRC reserves the final approval right.

3. "No Fakes Pledge" Scheme
  • The recognized e-shop of Member Company in retail business would be entitled to get free membership of No Fakes Pledge, a scheme established by the Intellectual Property Department.
  • The Intellectual Property Department reserves the final approval right.

Remark:
Scheme renewal is required and on an annual basis. All expired and invalid "No Fakes" logos are prohibited to use on e-shop, related advertisement and promotional materials.

Eligibility and Participation Fee
Scheme Eligibility
  1. The managing company of participating e-shop shall have a valid business registration and a physical business address with substantial operation in Hong Kong.
  2. Participating e-shop shall:
    • Be fully operative for at least a year (calculated from the first transaction date);
    • Engage in the retail sale of merchandise or the provision of retail services to individual customers in Hong Kong;
    • Operate in a website with a registered domain name OR in e-Marketplace, which provide online check-out; OR in Social Media platform (Facebook or Instagram);
    • Have no record of trading in counterfeit goods.

Remarks:

  1. Plan 1: Standard Assessment
    • Assessment includes 23 e-shop prerequisites. E-shops who achieves all prerequisites would be recognized as "Quality E-Shop".
    • "Top 10 Quality E-Shop Award" is not entitled to the recognized e-shops of Plan 1.
  2. Plan 2: All-round Assessment
    • Detail assessment report covering 60 e-shop assessment items will be provided. E-shop attained 90% or above out of total score would be recognized as "Premium Quality E-Shop".
    • Recognized e-shops, who pass in the 1st assessment, will enter "Top 10 Quality E-Shop Award" automatically.
  3. Plan 3: Standard Assessment for E-shop in e-Marketplace or Social Media (Facebook or Instagram)
    • Assessment includes 13 e-shop prerequisites of e-Marketplace or Social Media. E-shops who achieves all prerequisites would be recognized as "Quality e-Marketplace E-Shop" or "Quality Social Media E-Shop".
    • "Top 10 Quality E-Shop Award" is not entitled to the recognized e-shops of Plan 3.
  4. Re-assessment
    Participating e-shop, who fails the 1st assessment, is allowed to apply for re-assessment within three months with a maximum of two times upon the receipt of 1st assessment report.
  5. Special Offers
    Special offers include HKRMA membership, No Fake Pledge Membership & Quality E-shop Recognition (Standard Assessment) in 2020. Please submit membership application and participation fee at the same time:

  6. E-tailer who joins the Association after July for 1.5 years, only ONE free Standard Assessment is entitled either in that year or next year.

Terms and Conditions
Agreement to Conditions
  1. Participating companies/e-shops are required to abide by all rules and regulations of the Scheme.
  2. HKRMA reserves the right of ownership of all data as well as the assessment methods used in the Scheme.
  3. HKRMA reserves the right of final decision on all matters related to this Scheme and is not required to disclose any of the reasons relating thereto.
  4. Participating companies/e-shops consent to the release to and/ or request for complaint records or information by HKRMA in relation to any allegation received by the Consumer Council and other related government departments or organizations against the participating companies for sale or dealing in pirated or counterfeit goods in the past twelve months.
  5. HKRMA reserves the right to request supporting documents from participating companies/e-shops to prove the above declared information.
  6. HKRMA shall not be responsible or liable in any occasional disputes / allegations between participating company and/ or its e-shop and individual online shoppers.
Confidentiality
  1. All information pertaining to the survey data and findings of individual participating e-shop will be handled with utmost care and strict confidentiality.
  2. Participating e-shops' performance will not be disclosed, except for the "Category Leader" and "Industry Leader".
Category
  1. The Association reserves the rights of final decision in the acceptance, assignment and change of category of participating e-shops.
Withdrawal / Disqualification
  1. Withdrawals are not acceptable after the enrolment is received, and the participation fee will not be refunded.
  2. Any false information given relating to the participating company/e-shop may result in disqualification of its entry, and any participation fee paid for the period will not be refunded.
  3. HKRMA reserves the right to suspend or terminate the use of the Recognition Logo if it has reason to believe the participating companies/e-shops have failed to comply with the rules and regulations of the Scheme, or if any action is taken against such participating companies/e-shops by Consumer Council, and other related government departments or organizations. The participating companies/e-shops are prohibited to use the logo on its e-shop, related advertisement and promotional materials.
